If you have been searching for medical marijuana near me in Salem, Oregon, The Joint on State provides dedicated medical cannabis services for patients with a valid OMMP (Oregon Medical Marijuana Program) card. As a veteran-owned dispensary, we understand that many of our medical patients are fellow veterans seeking relief, and we are committed to providing the guidance and products that actually help.

Our dispensary at 2350 State Street holds dual licensing for both recreational and medical cannabis, which means OMMP cardholders can access specific medical benefits including expanded product options, higher possession limits, and potential tax advantages. We also offer medical marijuana delivery across the Salem area for patients who are unable to visit in person. Our 5.0 rating on Leafly reflects the care we bring to every patient interaction, whether you walk through our doors or receive your order at home.

Oregon has a long history with medical cannabis, dating back to 1998 when the state became one of the earliest in the country to legalize it. That legacy means the infrastructure supporting medical marijuana patients here is strong, well-regulated, and continuously evolving. At The Joint on State, we take that responsibility seriously, operating as a licensed medical cannabis dispensary that meets every standard set by the Oregon Liquor and Cannabis Commission (OLCC).

What Is Medical Marijuana in Oregon

Oregon was among the first states in the nation to recognize the therapeutic potential of cannabis. In 1998, Oregon voters passed Ballot Measure 67, making it the second state (after California) to create a legal framework for medical marijuana. The Oregon Medical Marijuana Program, commonly known as OMMP, was established under the Oregon Health Authority to regulate and oversee the use of cannabis for approved medical purposes.

The program was designed with a clear objective: to give patients living with debilitating medical conditions safe, legal access to cannabis when other treatments have not worked or have produced unwanted side effects. Over the years, the program has expanded and adapted alongside Oregon’s broader cannabis regulations, including the legalization of recreational cannabis in 2015. However, the OMMP remains a distinct program with its own set of rules, protections, and benefits for registered patients.

To participate in the OMMP, a patient must have a qualifying medical condition diagnosed by a licensed healthcare provider. Oregon recognizes a specific list of conditions that qualify, including but not limited to:

  • Cancer and the symptoms associated with cancer treatment
  • Glaucoma and related eye conditions
  • Post-traumatic stress disorder (PTSD)
  • Chronic pain that persists despite other treatments
  • Nausea and appetite loss connected to illness or medical treatment
  • Seizure disorders including epilepsy
  • Muscle spasms from conditions like multiple sclerosis
  • Cachexia (wasting syndrome)
  • HIV/AIDS
  • Alzheimer’s disease

It is worth noting that a healthcare provider can also recommend cannabis for any condition they believe would benefit from it, even if it is not explicitly listed. This gives medical professionals the flexibility to serve patients on a case-by-case basis.

At its core, medical marijuana in Oregon is not simply the same cannabis sold to recreational customers with a different label. The OMMP creates a regulatory pathway that gives cardholders access to higher-potency products, larger purchase and possession amounts, and financial benefits through tax exemptions. The program also allows patients as young as 18 to purchase cannabis (with a valid OMMP card), whereas recreational sales require customers to be 21 or older.

A Long History of Access: Oregon’s medical marijuana program has been operating for over 25 years, making it one of the most established and well-regulated programs in the country. The OMMP has served hundreds of thousands of patients since its inception, and the framework continues to be refined to better protect and support medical cannabis users.

How to Get an Oregon Medical Marijuana Card

Getting your medical marijuana card in Oregon is a straightforward process, though it does involve a few specific steps. Many patients find that once they understand what is required, the entire process can be completed within a few weeks. Here is a detailed walkthrough of how to apply for your OMMP card and start accessing medical cannabis at The Joint on State.

1

Schedule an Appointment with a Licensed Provider

The first step is to see a healthcare provider who is licensed in the state of Oregon. This can be a physician (MD), a doctor of osteopathy (DO), a naturopathic doctor (ND), or a nurse practitioner (NP). During this appointment, your provider will evaluate your condition and determine whether medical cannabis could be a beneficial part of your treatment. If they agree, they will complete the attending physician’s statement, which is the medical recommendation required for your OMMP application. Some clinics in the Salem area specialize in cannabis evaluations if your primary care provider is not comfortable making the recommendation.

2

Complete the OMMP Application

Once you have your provider’s recommendation, you will need to fill out the OMMP patient application form. The application is available through the Oregon Health Authority website. You will need to provide personal information, your attending physician’s statement, proof of Oregon residency, and the application fee. As of the most recent update, the standard application fee is $200 per year, though reduced fees are available for Oregon Health Plan (OHP) recipients, veterans, and patients receiving SNAP benefits.

3

Submit and Wait for Approval

After completing the application and gathering the required documents, you submit everything to the Oregon Health Authority. Processing times can vary, but the OHA typically processes applications within 30 days. Once approved, you will receive your OMMP card in the mail. Keep in mind that the OHA may issue a temporary authorization that allows you to purchase from dispensaries while your card is being processed.

4

Visit The Joint on State with Your Card

Bring your OMMP card along with a valid Oregon ID to our dispensary at 2350 State Street. Our budtenders will verify your card and set up your medical patient profile, giving you instant access to medical pricing, higher possession limits, tax-free qualifying purchases, and our full range of medical products. If you prefer, you can also use our medical marijuana delivery service to receive your products at home.

OMMP Card Renewal

Your OMMP card is valid for one year from the date of issue. To maintain uninterrupted access to medical benefits, you will need to renew your card before it expires. The renewal process is similar to the initial application: you need an updated attending physician’s statement confirming that you still have a qualifying condition, a completed renewal form, and the renewal fee. We recommend starting the renewal process at least 30 to 60 days before your card expires to avoid any gaps in coverage. Patients who let their card lapse will need to purchase at recreational prices until their renewal is processed.

Cost Breakdown

Here is a general overview of the costs involved in obtaining and maintaining your OMMP card:

  • Standard application fee: $200 per year
  • Reduced fee (OHP, veterans, SNAP recipients): $60 per year or less, depending on category
  • Provider consultation: Varies by clinic, typically $100 to $250 for the initial evaluation
  • Renewal fee: Same as the application fee, paid annually

While the upfront costs might seem like a significant investment, most regular medical cannabis users find that the tax savings alone recoup the expense within a few months. When you factor in the higher possession limits and access to medical-grade products, the OMMP card pays for itself quickly.

Benefits of Having an OMMP Card

Oregon’s cannabis program provides meaningful benefits for medical cardholders compared to recreational customers. When you visit our medical dispensary with your OMMP card, here is what you gain access to.

Feature Recreational Medical (OMMP)
Flower Possession Limit 1 oz (28.5g) Up to 24 oz with card
Tax Savings Standard OR tax No state tax on qualifying purchases
Product Access Standard menu Higher-potency options available
Delivery Yes Dedicated medical delivery
Age Requirement 21+ 18+ with OMMP card
Concentrate Limit 5g per transaction Up to 6g or more depending on designation
Edible Limit 16 oz solid / 72 oz liquid Higher limits for medical patients
Home Grow Rights 4 plants per household Up to 6 mature plants (with grower designation)
Tax Savings Matter: One of the biggest financial advantages for OMMP cardholders is the elimination of Oregon’s recreational cannabis tax on qualifying purchases. Oregon does not charge a general sales tax, but there is a 17% state tax on recreational cannabis purchases along with potential local taxes. OMMP cardholders are exempt from these taxes on qualifying medical purchases. Over the course of a year, a patient spending $200 per month on cannabis could save $400 or more in taxes. That savings alone can cover the cost of obtaining and renewing the OMMP card.
📦

Higher Purchase and Possession Limits

Recreational customers in Oregon can possess up to 1 ounce of flower in public and 8 ounces at home. OMMP cardholders, by contrast, can possess significantly more, up to 24 ounces of usable marijuana depending on their grower designation. This is particularly important for patients who rely on cannabis daily and need a consistent supply without making frequent trips to the dispensary.

🧪

Access to Higher-Potency Products

Certain products are available exclusively to medical patients or at higher potency levels than what recreational customers can purchase. This includes concentrated products, edibles with higher THC content per serving, and specialized formulations designed for medical use. For patients managing severe or chronic conditions, access to these stronger products can make a meaningful difference in symptom management.

🌱

Expanded Home Cultivation Rights

While recreational users can grow up to 4 plants per household, OMMP patients with a grower designation can cultivate up to 6 mature plants. Some patients who are designated as their own grower have even broader cultivation rights. Growing your own medical cannabis can supplement dispensary purchases and give patients more control over the strains and methods they use.

🛡️

Legal Protections

OMMP cardholders receive additional legal protections under Oregon law. Registered medical patients are protected from certain employment and housing discrimination related to their cannabis use, and they have broader legal standing when it comes to possession amounts. While the specifics can vary, having a valid OMMP card provides a documented, legally recognized reason for cannabis use that recreational purchasing does not.

Medical vs Recreational Cannabis: Key Differences in Oregon

Since Oregon legalized recreational cannabis in 2015, many people have asked whether getting an OMMP card is still worth it. The short answer is yes, especially for patients who use cannabis regularly or for specific medical purposes. While both medical and recreational customers can purchase cannabis flower, edibles, and concentrates from our dispensary, the differences between the two pathways are significant.

Product Selection and Potency

Recreational products are subject to strict potency caps in Oregon. Edibles, for example, are limited to specific milligrams of THC per serving and per package for recreational buyers. Medical patients can access higher-potency edibles, which means they may need fewer servings to achieve the same therapeutic effect. Similarly, some concentrate and cannabis oil products are available at medical-grade potency levels that go beyond what is offered on the recreational menu.

Financial Differences

Recreational cannabis in Oregon carries a 17% state tax, and some local jurisdictions add their own taxes on top of that. OMMP cardholders are exempt from the state tax on qualifying medical purchases, which represents one of the most tangible and immediate benefits of holding a card. For patients who purchase cannabis weekly or even monthly, the annual tax savings can far exceed the cost of the OMMP card itself.

Age and Access

You must be 21 or older to purchase recreational cannabis in Oregon. With an OMMP card, patients as young as 18 can make purchases (minors under 18 may also participate in the program through a legal guardian). This distinction is critical for younger patients who are dealing with qualifying conditions like seizure disorders or severe chronic pain.

Possession and Growing

The differences in possession limits are substantial. A recreational customer can carry 1 ounce in public and store up to 8 ounces at home. An OMMP patient can possess far more, making it practical to buy in larger quantities, take advantage of bulk pricing, and maintain a consistent supply at home. Growing rights also expand under the OMMP, giving patients the option to cultivate more plants than recreational growers.

Cannabis for Common Medical Conditions

Research into the medical applications of cannabis continues to grow, with organizations like the National Institutes of Health (NIH) funding studies on cannabinoids and their effects on the human body. While we are not medical professionals and cannot provide medical advice, we can share general information about how many patients report using cannabis for common conditions. Always consult with your healthcare provider before starting or changing any treatment plan.

Important: The following information is educational and not a substitute for professional medical advice, diagnosis, or treatment. Every patient is different, and what works for one person may not work for another. Talk to your doctor about whether medical cannabis could be appropriate for your specific situation.

Chronic Pain

Chronic pain is the most commonly cited qualifying condition among OMMP cardholders, and it is one of the areas with the most supporting research. Many patients report that cannabis helps reduce their reliance on prescription painkillers, including opioids, while still providing meaningful relief. Both THC and CBD have been studied for their roles in pain management. THC interacts with the body’s endocannabinoid system to alter pain signaling, while CBD is believed to have anti-inflammatory properties that can address pain at its source. Products like CBD oil, topicals, and balanced flower strains are popular choices among pain patients at our dispensary.

Anxiety and Stress

Anxiety is another condition that drives many patients to explore medical cannabis. While high doses of THC can sometimes increase anxiety in certain individuals, lower doses of THC combined with CBD are frequently reported as helpful for managing generalized anxiety and stress. Many patients prefer products with a balanced THC-to-CBD ratio or CBD-dominant strains that provide calming effects without strong psychoactive experiences. Tinctures and low-dose edibles allow for precise dosing, which is especially important for anxiety patients who want to find their comfort zone without overconsumption.

Insomnia and Sleep Disorders

Sleep issues are among the most common reasons patients seek medical cannabis. Certain strains, particularly indica-dominant varieties, are known for their sedating qualities that can help patients fall asleep faster and stay asleep longer. Some patients also find success with edibles taken before bedtime, as the slower onset and longer duration of effects align well with a full night of rest. CBN (cannabinol), a cannabinoid that develops as THC ages, is gaining attention for its potential sleep-promoting properties, and some products in our inventory are specifically formulated with CBN for sleep support.

Nausea and Appetite Loss

Patients undergoing chemotherapy or dealing with conditions that suppress appetite frequently turn to cannabis for relief. THC has been recognized for its antiemetic (anti-nausea) properties since the 1980s, and synthetic THC-based medications have been approved by the FDA specifically for this use. Many patients prefer whole-plant cannabis to synthetic alternatives because it contains a full spectrum of cannabinoids and terpenes that may work together to produce stronger effects. Vaporizers and tinctures are popular among nausea patients because they offer fast-acting relief without requiring the patient to eat an edible when they are already feeling nauseous.

PTSD

Post-traumatic stress disorder is a qualifying condition under the OMMP, and it is one that hits close to home for our veteran-owned dispensary. Many veterans and other PTSD patients report that cannabis helps reduce the frequency and intensity of intrusive thoughts, nightmares, and hyperarousal symptoms. The endocannabinoid system plays a role in memory processing and emotional regulation, which is why researchers believe cannabis can have a positive effect on PTSD symptoms. Our budtenders have experience working with PTSD patients and can suggest products and dosing approaches that other patients in similar situations have found helpful.

We also stock a range of CBD products, including CBD oils and tinctures, for patients who want therapeutic benefits without significant psychoactive effects.

For patients who prefer smokeless options, we carry an extensive selection of tinctures, capsules, topicals, and edibles. Tinctures in particular are a favorite among medical patients because they allow precise, drop-by-drop dosing and absorb quickly when placed under the tongue. Capsules offer the convenience and consistency of a pill, making them easy to incorporate into an existing medication routine. Topicals are ideal for patients dealing with localized pain, arthritis, or inflammation, since they deliver cannabinoids directly to the affected area without producing psychoactive effects elsewhere in the body.

Understanding Medical Cannabis Dosing

One of the most common questions new medical patients ask is: “How much should I take?” The answer depends on a wide range of factors, including your condition, your body weight, your tolerance, the specific product you are using, and how it is consumed. The most important principle in medical cannabis dosing can be summed up in four words: start low, go slow.

Start Low, Go Slow

For patients who are new to cannabis or returning after a long break, starting with a very low dose is the safest and most effective approach. For edibles, this might mean beginning with 2.5 to 5 milligrams of THC and waiting at least two hours before taking more. For tinctures, a single drop under the tongue is a reasonable starting point. For inhalation methods like vaporizers, one small puff followed by a 15-minute wait gives you time to gauge the effects before taking another.

The goal of starting low is not just to avoid overconsumption. It is also about finding the minimum effective dose for your condition. Many patients discover that they need far less cannabis than they expected, and lower doses can sometimes produce better therapeutic results than higher ones, a phenomenon researchers refer to as a biphasic response.

Titration: Finding Your Dose

Titration is the process of gradually adjusting your dose upward until you find the amount that provides the relief you need without unwanted side effects. This is best done over the course of several days or weeks. Keep notes on how much you take, what product you use, when you take it, and how you feel afterward. Over time, you will develop a clear understanding of what works for your body and your condition.

Methods of Consumption and Onset Times

How you consume cannabis affects how quickly you feel the effects and how long they last. Understanding these differences is important for dosing correctly.

Method Onset Time Duration Best For
Smoking / Vaping 1 to 5 minutes 1 to 3 hours Immediate relief, breakthrough symptoms
Tinctures (sublingual) 15 to 45 minutes 4 to 6 hours Measured dosing, moderate onset
Edibles 30 minutes to 2 hours 4 to 8 hours Long-lasting relief, sleep support
Capsules 45 minutes to 2 hours 4 to 8 hours Consistent dosing, routine use
Topicals 15 to 45 minutes 2 to 4 hours Localized pain, joint and muscle issues

Our budtenders can help you choose the right consumption method based on your lifestyle, your condition, and how quickly you need relief. Patients who need fast-acting support for anxiety or acute pain often prefer inhalation, while patients looking for sustained relief throughout the day or overnight tend to gravitate toward edibles, capsules, or tinctures.

How to Talk to Your Doctor About Medical Cannabis

For many patients, the most intimidating part of exploring medical marijuana is not the dispensary visit or the OMMP application. It is the conversation with their doctor. If you are considering bringing up cannabis with your healthcare provider, here are some practical tips to help that conversation go smoothly.

Be Honest About Your Symptoms

Start by clearly describing the symptoms you are experiencing and how they affect your daily life. Whether it is chronic pain that interferes with your work, anxiety that disrupts your sleep, or nausea that makes eating difficult, your doctor needs to understand the full picture. Focus on what you have already tried, what has not worked, and what side effects other medications have caused. This sets the stage for discussing cannabis as one of many potential options rather than the only thing you are interested in.

Come Prepared with Questions

Walking into the appointment with a list of questions shows your doctor that you are serious and informed. Consider asking:

  • Do you think medical cannabis could help with my specific condition?
  • Are there any risks or drug interactions I should be aware of?
  • Would you recommend THC, CBD, or a combination?
  • What delivery method (smoking, edibles, tinctures, topicals) do you think would be most appropriate?
  • How might cannabis interact with my current medications?
  • Are you comfortable providing an OMMP recommendation, or can you refer me to a provider who specializes in medical cannabis evaluations?

Understand Your Doctor’s Perspective

Some healthcare providers are very comfortable discussing and recommending cannabis. Others may have concerns or may not feel they have enough training to make a recommendation. This does not mean your doctor is against you. Medical education around cannabis has historically been limited, and some providers prefer to refer patients to colleagues who specialize in cannabinoid medicine. If your doctor declines to write a recommendation, ask for a referral. There are clinics in the Salem area and throughout Oregon that focus specifically on medical cannabis evaluations.

Bring Research If It Helps

If you want to support your case, consider bringing along published research from credible sources like the National Institutes of Health. Studies on cannabinoids and their effects on conditions like chronic pain, PTSD, and epilepsy can provide a foundation for the conversation. Just remember that the goal is a productive dialogue, not a debate. Your doctor is your partner in this process.

Medical Marijuana Delivery in Salem

Our medical marijuana delivery service is one of the most valued features we offer. When you search for medical marijuana near me with delivery, The Joint on State provides a seamless ordering experience from start to finish.

Medical delivery is especially important for patients who face barriers to visiting the dispensary in person. This includes patients with mobility challenges, chronic pain that makes driving difficult, immune-compromised individuals who want to limit their exposure to public spaces, and patients who live outside of Salem proper but within our delivery area. We believe that access to medicine should not depend on your ability to get to a physical location, which is why we have built our delivery program to be as convenient and reliable as possible.

How Medical Delivery Works

The process is simple. Browse our online menu, select the products you want, and place your order for delivery. Our team will confirm your order, verify that your OMMP card is current, and schedule a delivery time that works for you. When the delivery driver arrives, they will verify your OMMP card and valid Oregon ID at the door before handing over your order. All products arrive in compliant, sealed packaging.

Expanded Service Areas for Medical Patients

Our delivery service covers Salem and the surrounding areas. Medical patients in nearby communities like Keizer, Silverton, Stayton, Dallas, Independence, Monmouth, and other towns within our delivery radius can take advantage of the same product selection and medical pricing available at our storefront. If you are not sure whether your address falls within our delivery zone, contact us and we will let you know.

Medical Delivery Note: Make sure your OMMP card is current and your delivery address is within our service area. If you have questions about qualifying conditions or how to obtain an OMMP card, our staff can point you toward the right resources. Medical delivery customers have access to the same products available in-store, including higher-potency medical options that are only available to OMMP cardholders.

Affordable Medical Cannabis

Between the tax savings for OMMP cardholders and our competitive pricing, The Joint on State is committed to making medical cannabis accessible and affordable. We understand that for many patients, cannabis is not a luxury purchase but a regular part of maintaining their quality of life. Finding a discount dispensary that prioritizes both quality and value matters, and that is exactly what we aim to be for our medical community.

Oregon does not have a general sales tax, which already sets it apart from many other states. For recreational cannabis, however, there is a 17% state tax plus potential local taxes. As an OMMP cardholder, you are exempt from these cannabis-specific taxes on qualifying purchases. That is a significant advantage that adds up over time. A patient who spends $250 per month on cannabis would save over $500 per year in taxes alone, more than enough to cover the cost of obtaining and renewing their OMMP card.

We run regular promotions and maintain competitive pricing across all product categories. Ask about current deals when you visit or order through our medical marijuana delivery service. We also carry a range of price points across every product type, so whether you are looking for premium medical flower or everyday essentials, you will find options that fit your budget.

Medical Cannabis FAQs

Do I need an OMMP card to buy from your dispensary?
No. We serve both recreational customers (21+) and medical patients. However, an OMMP card gives you access to tax savings, higher possession limits, and additional product options that recreational customers cannot access. If you use cannabis regularly for a medical condition, getting your OMMP card is well worth the investment.
Can veterans get medical marijuana in Oregon?
Yes. Veterans with qualifying conditions can obtain an OMMP card through a licensed healthcare provider. Many VA providers can also discuss cannabis as part of a treatment plan. As a veteran-owned dispensary, we are especially committed to serving fellow veterans and understanding the conditions they face, including PTSD, chronic pain, and anxiety.
What qualifying conditions does Oregon accept?
Oregon accepts a range of qualifying conditions for the OMMP program. Common conditions include chronic pain, PTSD, nausea, seizures, glaucoma, cancer, HIV/AIDS, Alzheimer’s disease, cachexia, and muscle spasms, among others. Additionally, a licensed healthcare provider can recommend cannabis for any condition they believe would benefit from it. Consult with a healthcare provider to determine if you qualify.
How much do medical patients save on taxes?
OMMP cardholders are exempt from Oregon’s 17% recreational cannabis tax and any applicable local taxes on qualifying purchases. Depending on how frequently you purchase, this can result in savings of several hundred dollars per year. For a patient spending $200 to $300 per month, the annual tax savings easily exceed the cost of obtaining and renewing the OMMP card.
How long does it take to get an OMMP card?
After submitting your completed application to the Oregon Health Authority, processing typically takes about 30 days. However, some patients may receive a temporary authorization that allows them to purchase from dispensaries while their card is being processed. To avoid delays, make sure your application is complete and includes your attending physician’s statement, proof of Oregon residency, and the application fee.
Can I use my out-of-state medical marijuana card at your dispensary?
Oregon does not currently recognize out-of-state medical marijuana cards. To access medical benefits at our dispensary, including tax savings and higher possession limits, you will need a valid Oregon OMMP card. However, out-of-state visitors who are 21 or older can still purchase from our recreational menu, and Oregon does not charge a general sales tax on non-cannabis items.
What is the difference between THC and CBD for medical use?
THC (tetrahydrocannabinol) is the primary psychoactive compound in cannabis and is associated with pain relief, appetite stimulation, and anti-nausea effects. CBD (cannabidiol) is non-psychoactive and is associated with anti-inflammatory, anti-anxiety, and neuroprotective properties. Many medical patients benefit from products that combine both cannabinoids, as they may work together synergistically in what researchers call the “entourage effect.” Our budtenders can help you understand which cannabinoid profile is best suited for your condition.
Do you offer consultations for new medical patients?
Yes. While we cannot provide medical advice or diagnose conditions, our budtenders are trained to have detailed conversations about products, dosing, consumption methods, and what other patients with similar conditions have found helpful. If you are new to medical cannabis, we recommend visiting the store in person for your first purchase so you can take advantage of a one-on-one consultation. You can also call ahead to ask questions before your visit.
